Purpose:
This policy establishes safety requirements and operational standards for personnel living and working aboard orbital habitats under the jurisdiction of the Anchorlight Consortium.

1. Purpose

The purpose of this policy is to protect all personnel, contractors, and research staff residing or working in orbital environments by defining the minimum safety standards and procedures required to maintain secure and sustainable habitat operations.

2. Scope

This policy applies to all Anchorlight Consortium–managed orbital habitats, stations, and research platforms in low, medium, or geosynchronous orbit. It covers both permanent crew and transient personnel, including visiting technicians, research teams, and supply missions.

3. Policy Statement

All orbital facilities must adhere to the safety principles outlined in this policy to ensure the protection of human life, critical systems, and habitat infrastructure.
Key principles include:

  • Life Support Integrity: Air, water, and temperature control systems must be monitored continuously with redundant backup systems.
  • Emergency Preparedness: Every crew member must complete habitat-specific safety training and participate in quarterly evacuation drills.
  • Radiation Protection: Habitats must maintain approved shielding levels and report exposure anomalies immediately.
  • Containment Control: Laboratory and cargo modules must maintain pressure isolation and contamination controls during transfer or breach events.
  • Communication Protocols: Command centers must maintain constant communication with Fleet Operations and provide real-time telemetry for life-support metrics.

4. Roles and Responsibilities

Role Responsibility
Director of Orbital Operations Oversees policy enforcement and compliance across all habitats.
Habitat Commanders Ensure daily adherence to safety protocols, supervise training, and report incidents.
Safety Officers Conduct audits, inspections, and risk assessments of onboard systems.
All Crew Members Follow safety directives, attend required drills, and report hazards immediately.

5. Exceptions

Exceptions to this policy may only be granted by the Director of Orbital Operations during mission-critical emergencies or when adherence would endanger personnel. All exceptions must be logged, justified, and reviewed post-incident.

6. Review and Revision

This policy shall be reviewed every two years by the Orbital Safety Review Board or upon any significant habitat design change, near-miss incident, or new regulatory directive from Fleet Command.
